Available on crate features hs-common and hs-service only.

Create the descriptor signing key certificate.

Returns the encoded representation of the certificate obtained by signing the descriptor signing key hs_desc_sign with the blinded id key blind_id.

This certificate is meant to be passed to HsDescBuilder::hs_desc_sign_cert.
