Using data from [OnionperfCode] and [TorperfCode], the time to download files should not be bigger. See [MetricsPerf]
Total relay bandwidth should not be smaller. See [MetricsBw]
Running tor with [shadow] and Cellstatistics enabled, the number of cells should be small.
