Expand description

Whether we’re supposed to have the complete message, or not

IOW are we reading a possibly incomplete message?

Affects the error return if we run out of data (Reader::incomplete_error).

We might not have the whole message, and that is expected

Throw Error::Incomplete

We ought to have the whole message
