The congestion control algorithm to use.

This is the fallback algorithm in case the one we have in the consensus is not supported by the relay we are connecting to. Reminder that these parameteres are per-hop.

It is put in here because by the time we do path selection, we don’t have access to the consensus and so we have to keep our fallback ready.
