Statistics consist of comma-separated key:value pairs with lower-case command strings as keys and cell numbers or total waiting times as values. Both arrays are expected to have a length of CELL_COMMAND_MAX_ + 1. If no entry in include_if_non_zero is positive, no string will be added to event_parts.
